Ms. Kristina Brazevič; Seimas Ombudsmen's Office of the Republic of Lithuania; Mr. Vytautas Valentinavičius; Seimas Ombudsmen's Office of the Republic of Lithuania; Tasks The assignment for expert was to organise and carry out a seminar to present and discuss the drafted recommendations as regards increasing the efficiency of the activities of the Ombudsperson on elimination of detected human rights violations, procedures of control over fulfilment of Ombudsperson s recommendations, response to the Ombudsperson s acts of submission on elimination of detected human rights violations. Implementing this activity 3 round tables were organised: (1)Round Table Strengthening the Ukrainian Ombudsperson institution: recommendations regarding approximation of the law on Personal Data Protection to the new EU General Data Protection Regulation (25 October, 2018) The experts presented their findings and recommendations regarding approximation of the Law on personal data protection to the new EU General Data Protection Regulation and the recommendations regarding amendments to the Law on access to information related to the amendments to the Law on personal data protection. (2)Round table with representatives of business community to discuss the recommendations regarding approximation of the Law on personal data protection with the GDPR (26 October 2018) The experts discussed the draft law on personal data protection aiming at harmonising the existing Law on personal data protection to the new EU General Data Protection Regulation with representatives of business community and answered to numerous questions related to the operation of EU General Data Protection Regulation. (3)Round table Strengthening the Ukrainian Ombudsperson institution: Recommendations regarding improving the existing or employing new instruments for restoration of violated rights (6 November 2018) The Round table brought together EU experts, representatives of the Secretariat of the Ukrainian Parliament Commissioner for human rights, Ukrainian Parliament, Governmental institutions and NGOs. 8 documents were presented and discussed at the Conference: Code of good administrative behaviour; Recommendations regarding the amendments to the Law on access to public information in order to ensure effective and easy access to public information; Recommendations based on the best EU practices regarding State liability for damage caused by public administration; New instruments to restore violated rights amicus curiae and defence of public interests Recommendations on the application of the instrument of positive actions in the areas of antidiscrimination, data protection and access to public information; 2
3 Mediation, conflict settlement and peace agreement as the instruments to restore violated rights; Recommendations on informational tools for the stakeholders supporting proper implementation of the legislation in the field of access to public information; Recommendations regarding the problematic issues in the area of access to public information in public procurement. Implementing this activity the Reference book on main findings and recommendations developed within the sub-component 2.3 and also the component 1, 2 and 3 of the Twinning project was developed. The reference book was uploaded on the project web-page and 100 copies were published for distribution. On December 7, the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the team of Lithuanian and Austrian partners hosted the Closing ceremony to mark the successful finalization of the 2-year EU-funded Twinning Ombudsman Project. The experts presented (Mission V) the main findings and recommendations of the Sub-Component 2.3 of the Twinning Project. 3. RESULTS OF THE ACTIVITY 3.1. Results achieved Results to be achieved: 3 roundtables to present recommendations regarding approximation of the law on personal data protection to the new EU General Data Protection Regulation organised; the recommendations presented and discussed, the Reference book on main findings and recommendations developed within the sub-component 2.3 and also the component 1, 2 and 3 of the Twinning project developed. The main findings and recommendations of the Sub-Component 2.3 of the Twinning Project presented at the Closing Conference. Documents to be delivered: Agendas of the round tables; lists of participants. 3
