2 P2 BIG Thanks Striving for better with your Support Get Hong Kong Back on the Right Track I n the New Territories East by-election 2016, DAB Vice-chairman Holden Chow Ho Ding received 150,329 votes. Accounting for 35% of total votes, this result shows support for our motto, Get Hong Kong back on the RightTrack. With only 57 days between deciding to run for the by-election and voting, gaining the needed support was challenging. We wholeheartedly thank our voters and volunteers for their backing and hard work, and also wish to recognize the efforts of the pan-establishment parties and organizations. During the campaign, we noticed many citizens are anxious about the current state of Hong Kong. With pan-democrats filibustering in the council, radical groups provoking conflicts and disrupting the social order, concerned citizens wish to see Hong Kong moving forward once again. DAB will review our campaign, identify and confront any shortcomings, and continue working to fulfil our promise and keep the city on the Right Track. Additionally, we will try to gain greater support in the Legislative Council election in September.

3 NPC deputies and CPPCC members propose suggestions and proposals P3 22 I n March, DAB deputies from the National People's Congress (NPC) and members of the CPPCC will attend China's annual parliamentary session, as known as Lianghui, and propose the following 22 measures to advance Hong Kong-China cooperation and the nation s development: 1. Speed up the process of solving the "co-location" of customs, immigration and quarantine facilities situation under the governance of Basic Law 2. Enhance cooperation between Hong Kong and the Mainland to stop fake refugees 3. Prevent cross-border law enforcement and perfect the Reciprocal Notification Mechanism 4. Perfect the Burden of Proof system in the Mainland and severely punish those who provide fake evidence 5. Protect agarwood with reinforced cooperation between Hong Kong and Mainland law enforcement 6. Cope with climate change and reduce smog 7. Increase admissions rates for Hong Kong students at Mainland aeronautics and astronautics universities, attracting young talent to work in aeronautics, astronautics and national defense 8. Broaden the academic offerings of associate degree programs in Hong Kong, increasing their recognition by Mainland universities 9. Ensure mutual recognition of the proprietary Chinese medicine registration system in Hong Kong and the Mainland 10. Facilitate cooperation between Hong Kong and the Mainland in innovation and technology 11. Ceasing analogue television (TV) services earlier as viewers to change to digital terrestrial television (DTT) services 12. Enhance cooperation between Hong Kong and the Mainland in financial risk management and facilitate a stock market connection 13. End procrastination and remind officers to fulfil their responsibilities in examination and approval in a timely manner 16. Improve animal protection laws and legally ban the trading of ivory and products made from ivory 17. Support Hong Kong farmers to develop business in the Mainland 18. Enhance cooperation and facilitate the sustainable development of Hong Kong fisheries 19. Increase resources to i m p r o ve f i r e f i g h t i n g equipment and training 20. Improve landfill management, protecting the public and environment Develop a plan for handling workforce shortages due to an aging population 15. 4 P4 Making an effort to facilitate economic growth, but lacking measures to improve living conditions" DAB s Response to the Budget T h i s ye a r s c o m p r e h e n s i ve budget features practical measures to promote a New Economic Order and improve development, particularly by helping small and medium-sized enterprises (SME). However, there are shortcomings when it comes to nurturing innovative technological talents. To improve livelihood, the Budget introduced tax measures and short-term relief offerings, totaling HKD 38.8 billion. DAB s proposals have been addressed proactively and we will continue fighting for important measures, such as establishing a rental value allowance, extending the deduction period for home loan interest to 20 years, and lowering rates for owner-occupiers. We want to establish an Elderly Facilities Development Fund, direct more resources to training professionals in elderly care, which we lack currently, and create a standardized system overseeing pay, promotion and evaluation for those working in this field, increasing retention. The Budget matters to all Hong Kong residents. DAB urges pan-democrats to stop filibustering and let economic development and livelihood measures progress quickly.

5 Prohibit fake refugees and close the policy loophole P5 L ately, the abuse of Non-refoulement Protection Claim Unified Screening Mechanism has intensified, and crimes related to non-refoulement protection claim individuals are increasing, threatening Hong Kong s peace. DAB urges related departments to review the mechanism as soon as possible, close the loophole, and punish fake refugees: Establish a claim period, requiring the individual to make a claim for asylum within a specific amount of time after arriving in Hong Kong; Establish a proof period, requiring the individual to hand in all evidence of their claim within a specific period of time; Review the Immigration Ordinance and simplify review procedures to shorten the processing time for applications; Stop illegal immigrants at the source; Impose a limit for publicly-funded legal assistance; Set up shelters.
