According to the Turkish authorities, since early June, more than 13,600 people have crossed to Turkey, even though not all from Tell Abyad. 20 June is World Refugee Day, when people around the world commemorate the strength and resilience of millions forced to flee their homes due to war or human rights abuses. This year, a variety of events are being planned across the globe to observe the day involving government officials, humanitarian aid workers, celebrities, civilians and the forcibly displaced themselves. UNHCR s World Refugee Day Campaign aims to bring the public closer to the human side of the refugee story by sharing stories of hope and resilience from displaced people. 2 OPERATIONAL CONTEXT The conflict in Syria has now entered its fifth year representing an increasingly complex global challenge with unprecedented displacement in the region and increased needs and vulnerabilities of refugees and persons of concern. Over 3.9 million Syrian refugees have sought refuge in neighboring countries and North Africa. In addition, more than 200,000 Syrians have sought asylum in Europe. Lebanon, which now ranks first in the world in refugees per capita currently hosts close to 1.2 million registered Syrian refugees. This amounts to over 20 per cent of the country s population, but around 3.3 million people, both refugees and vulnerable Lebanese, are estimated to be in need of humanitarian assistance. Almost half of the refugee population lives at or below the Lebanese poverty line of US$4 per day, with a third living at or under US$2-3 per day and unable to meet basic needs. Following a notification from the Ministry of Social Affairs (MoSA) in May 2015, UNHCR suspended all new registrations (effective as of those entering Lebanon after 5 January). A new mechanism by the Government of Lebanon is still being refined. In Turkey, the registration of Syrian refugees continues under the supervision of the Director General for Migration Management (DGMM) and as of 26 May, more than 1.76 million Syrian refugees have been biometrically registered. Some 1.48 million Syrian refugees are living outside camps. In Jordan, of the 628,000 Syrian refugees, approximately 84 per cent of people live outside refugee camps, in urban and rural areas across the country. Two-thirds of these refugees are now living below the poverty line and one in six are below the line of extreme poverty. There are currently over 249,000 Syrian refugees registered in Iraq, with 97 per cent in the Kurdistan Region of Iraq (KR-I). Since mid-april, conflict between Iraqi Security Forces and the Islamic State of Iraq and the Levant (particularly in Anbar Governorate in western Iraq) has created a tense security situation across the country and a precarious economic situation which is affecting refugees in urban and semi-urban locations. Returnees to Syria are reporting limited employment prospects and high rent among reasons for their spontaneous return. In Egypt, there are currently more than 133,000 Syrians living in urban neighborhoods and shared accommodation. The April monthly sectoral dashboards have been published on the Syria Regional Response Data Portal, detailing priorities, achievements and needs by country and regionally. 2

3 The Regional Refugee and Resilience Plan The 3RP is a country-driven, regionally coherent plan to address refugee protection and humanitarian needs whilst building the resilience of vulnerable people and impacted communities and strengthening the capacity of national delivery systems in the five most affected countries neighbouring Syria. The 3RP integrates and is aligned with existing and emerging national plans, including the Jordan Response Plan 2015 to the Syria Crisis, the Lebanon Crisis Response Plan, the Iraq SRP, and country responses in Turkey and Egypt. Requiring US$5.5 billion in funding to directly support almost six million people, the 3RP is based on planning projections of up to 4.27 million refugees in countries neighbouring Syria by the end of 2015 and help to over a million vulnerable people in host communities. Beyond those receiving direct support, an additional 20.6 million people in impacted local communities will benefit from upgrades to local infrastructure and services in areas such as health, education, water and sewage, training and capacity building of service providers, and policy and administrative support to local and national authorities. UPDATE ON ACHIEVEMENTS EGYPT Protection Save the Children continued the Healing and Education through the Arts (HEART) program which is being implemented as a supplementary educational program to provide psychosocial support to children affected by chronic stress and poverty. It uses expressive arts to enhance learning activities creating fun and engaging learning environment for children. Currently some 40 Syrian children are attending the program with activities focused on three main themes: empowering children, team building and raising awareness on child s rights. As of 31 May, 249,266 Syrian refugees are registered in Iraq, of which the vast majority (97 per cent) live in nine camps in the KR-I and three per cent live in Anbar Governorate (one camp). Approximately 67 per cent of the registered refugees in the KR-I have been enrolled in Iris scanning. In order to meet the target of 100 per cent by the end of the year, mobile verification and registration units will be set up in the coming weeks. Syrian refugees from Aleppo and other areas continue to arrive through the Peshkhabour border which is open to new arrivals on Monday s only. During the period 1 to 15 May, 307 Syrians entered the KR-I using this crossing, no significant increase to the same period in April. As of 31 May, the total number of new arrivals from Syria in 2015 is 28,615 refugees. Refugees are transported to Gawilan camp with the support of the International Organization for Migration (IOM). During the first two weeks of May, 758 individuals spontaneously departed for Syria, claiming family reunification, access to medical care, attending family events and the high cost of living in the KR-I as their main reason to return. Individuals are counselled at the Bajet Kandala Registration Centre to ensure the voluntary nature of their return. Since the start of the year, 6,305 individuals have spontaneously returned to Syria. Biometric registration and verification continues in Sulaymaniyah and Erbil governorates. Between 1 and 15 May, 1,096 refugees in all four camps and 825 refugees living outside of camps in Erbil were issued with individual residency cards. In Sulaymaniyah, 371 registration certificates were issued and another 1,369 cases referred to the Residency Department for the issuance or renewal of permits. The residency cards have a one year validity, which enable refugees to access employment and key social services such as health and education. 3

4 LEBANON Inter-Agency Regional Update-Syrian Refugees The IOM and the Lebanese High Relief Commission launched a project to register and profile Lebanese returnees from Syria between 20 April and 31 May. A total of 5,239 households (around 28,531 individuals) were registered at eight different centres across the country. The project assessed the situation and needs of returnees to ensure that the most vulnerable are identified and targeted with assistance. TURKEY In recent weeks sea arrivals from Turkey to the Aegean islands of Greece have been averaging some 600 people a day. As of 5 June, UNHCR is stepping up its field presence in the eastern Aegean islands of Greece to help respond to the situation. More than 60 per cent of the people arriving by sea are from Syria. Education During the closing ceremony of the World Economic Forum held in Jordan from 21 to 23 May, the High Commissioner for Refugees made a powerful video message on the importance of education for refugees, which can be viewed here: Save the Children recently launched The Cost of War report which highlights the devastating economic cost that 2.8 million children missing school is likely to have both on Syria s children themselves and on the future of their country. The report is available here - Of the approximately 58,000 Syrian school-aged children in Iraq (between six and 17 years old), 54 per cent are enrolled in basic education. During May, education partners supported Syrian students in camps to complete their end of year exams. In the four camps in Erbil, a total of 5,494 children (2,697 boys and 2,797 girls) completed their exams and all refugee students in camps in Duhok and Sulaymaniyah governorates completed their examinations. Partners provided supplies for the examinations. Teacher training activities, which aim to improve the quality of education in the camp schools in Erbil is ongoing in May and 1,047 (498 female and 549 male) teachers participated in sessions on the fundamentals of good teaching practice. A total of 1,925 children accessed the Child Friendly Spaces in Kawergosk, Qushtapa and Darashakran camps and in two urban communities in May. During the period 1 to 15 May, a newly constructed school for secondary-level students in Darashakran camp has been formally handed over by UNESCO to the Directorate of Education of Khabat through the Ministry of Education. There remains a shortage of Syrian teachers in both camp and non-camp schools and due to budget constraints, many teachers have not received salaries for some months. At the start of May, teachers in Erbil announced a strike due to the long delays in the payment of salaries. Education partners and the Ministry of Education have since met and negotiated with teachers to continue their duties. Discussions continue in order to find a sustainable solution. TURKEY As of May 2015, only 36 per cent of school-aged Syrian refugee children were enrolled in formal education programmes, with 99,112 enrolled in Temporary Education Centres (TECs) in urban areas across Turkey. Although school enrolment rates are high in camps, they reduce sharply in urban areas. For many Syrians, language barriers limit their quality of learning and ability to integrate into local communities. To help Syrian children and families thrive in Turkish society, organizations are expanding activities, offering 4

5 Turkish language courses and certification. During the month of May, the IOM and partners provided language courses for 1,685 Syrians in Mersin. The Grade 12 verification examination will take place in late June and will be open to students currently registered in Grade 12 in Turkish Education Centres and also open to students who previously wrote the Syrian Higher Education Commission s Grade 12 examination in 2013 and This is a positive development in comparison to June 2014 when up to 14,000 refugee students from Turkey and Lebanon had to travel back to Syria, aided by NGOs, to sit their high school graduation examinations at a great risk to their personal safety. The examination will provide students with a school-leaving certificate endorsed by the Turkish Ministry of National Education (MoNE) and the results will be used in the award of scholarships and admission to Turkish universities. Food Security and Nutrition The latest update from the World Food Programme (WFP) covering the month of April was published on 2 June and is available on reliefweb: EGYPT Funding shortfalls have forced reductions in the value of food voucher to the refugees in Egypt since early this year which is currently US$17 per person per month instead of the planned US$24.2, applying 30 per cent reduction. A total of 77,118 Syrians were provided with food voucher during the month of May. For the May distribution cycle, e-cards modality with Fathallah supermarkets chain was launched in Alexandria and with this new shift only 15 per cent of the Syrian refugees in Egypt will be using paper vouchers. A new targeting approach for assistance to Syrian refugees was adopted in Egypt in May which has resulted in the exclusion of 6,800 low vulnerability individuals. This approach is derived from a combination of socioeconomic and food security factors that are assessed at registered household level. Vulnerability targeting results have been applied to Syrian refugees residing in Greater Cairo, representing approximately 63 per cent of registered Syrian refugees in Egypt. Vulnerability-based assistance in other governorates is planned to be implemented in the coming months. Food distributions reached 103,143 Syrian refugees during the month of May, managed by WFP and in partnership with INTERSOS, ACTED and Islamic Relief Worldwide (IRW-I). Due to ongoing military operations, WFP was unable to deliver food parcels to Al Obaidy camp in Anbar Governorate. Partners are making real progress in transitioning from in-kind food distributions toward food vouchers. Since January, three camps have fully transitioned, most recently Qushtapa camp during May, following the construction of a supermarket. As of 31 May, seven camps are receiving food vouchers of US$19 (Domia 1&2, Akre, Basirma, Qushtapa, Daraahakran and Kawergosk) and food parcels continue in Gawilan and Arbat camps. Preparations are underway for a similar transition in the two remaining camps, scheduled for August

Syrian refugee, Amman Photo: WFP/Shaza WFP has been providing food assistance to Syrian refugees in Jordan since April Following different rounds of targeting and verification, around 100,000 people were excluded from WFP assistance. However, as the crisis drags on, securing funding for the operation has been increasingly challenging, and shortfalls have forced repeated reductions in assistance. January 2015 marked the first time since the beginning of emergency operations in Jordan that WFP was unable to provide the full voucher value to beneficiaries. From January to March, beneficiaries in communities received US$18 instead of US$28. In April, following the adoption of a tiered assistance approach in communities based on criteria informed by the inter-agency Vulnerability Assessment Framework and WFP s Comprehensive Food Security Monitoring Exercise, those deemed vulnerable received US$14 and extremely vulnerable received US$28. In May, insufficient funding resulted in the extremely vulnerable receiving only US$21. WFP has monitored continuously the impact of these reductions in assistance on beneficiaries, and the findings are alarming: 20 per cent of parents have withdrawn children from school and the number of children being sent to work has nearly doubled since 2014; 27 per cent of female heads of household and 12 percent of male heads of household indicated they sent a child from their household out to beg. In the northern governorate of Mafraq, this number was even higher; Nearly half of those interviewed in 2015 have spent their savings or no longer had savings to spend; Nearly one quarter of households reduced essential non-food expenditures such as health, education, etc. The number of families struggling to keep food on the table nearly doubled; over 60 percent of families have had to borrow money to cover rent and over half of respondents have bought food on credit, or had to borrow money to purchase food. Many of these are considered crisis or emergency strategies, which affect future productivity, are difficult to reverse, and include a loss of human dignity. If further funding is not received, severe cuts are likely to take place in August, meaning the situation of refugees will be precarious. 6

7 Health The latest United Nations Population Fund (UNFPA) regional situation report for the Syria Crisis for the period 1 to 31 May is available on Reliefweb: 20SYRIA%20CRISIS%2C%20ISSUE%2033%20MAY% pdf EGYPT To keep improving access, quality and coverage to health services for Syrian refugees in Egypt, health partners continued with community awareness programs on primary health care (PHC) services to enhance utilization of Ministry of Health (MoH) primary preventative and curative services. During May, the Community Health Volunteers (CHV) carried out around 1,400 home visits and 104 visits to MoH PHC facilities. With the onset of summer, control of communicable diseases needs to be strengthened. The World Health Organization (WHO) is continuing preparations for a national cholera preparedness plan, engaging with a team of health experts and conducting risk assessments in camps throughout May. Responding to the scabies outbreak in Qushtapa and Darashakran camps, partners implemented action plans, significantly reducing the number of cases in all camps, as of 31 May. For the period 1 to 15 May, UNICEF and partners provided psychosocial services to a total of 325 newly registered refugee children across the KR-I refugee camps. Some 4,612 children have been supported since January Médecins Sans Frontières (MSF) are providing psychiatric and/or psycho-social support for up to 150 Syrian refugees in Erbil. Stripped of everything, Syrian refugees have either been subjected to, or have witnessed, atrocities and the trauma they have suffered is immense. MSF has been working in the Erbil region of Iraq supporting Syrians since Access to mental health and psychosocial care services remains an area in need of further support. In 2015, 14 neonatal deaths have been reported across four KR-I camps (Gawilan, Darashakran, Akre and Kawergosk), creating the need for a small taskforce to examine such cases. During 1 to 15 May, UNHCR held meetings with refugee health partners and a draft standard tool for reporting and investigating neonatal deaths has been developed and is currently piloted for investigation. The results will feed into the planning and adjustment of the health sector response. The routine immunization of Syrian refugee children continues, led by UNICEF and local and governmental health authorities. A total of 770 children under five years old (U5) were immunized against polio, 117 infants under one year of age were vaccinated against measles, 176 U5 children received the MMR vaccine, and 215 U5 children received vitamin A supplements. Trained Syrian refugee nurses visited 2,800 families in their tents across refugee camps in KR-I as part of the UNICEF-supported new born home visit program during the first two weeks of May. This is a significant increase from 1,200 families visited during the previous two weeks in April. In UNICEF-supported Baby Huts, 1,338 under 5 children were screened in all refugee camps in the KR-I during the period 1 to 15 May. The Baby Huts are available in each camp in Iraq and give women the necessary space to breastfeed in private, to receive counseling and to let their other children play whilst they tend to their infants. 8 JORDAN Inter-Agency Regional Update-Syrian Refugees There are more than 970,000 Syrian women and girls of reproductive age living in the region, many of whom are particularly vulnerable to sexual violence and sexual exploitation. It is a priority within the health sector to ensure that all Syrian women and girls have access to affordable reproductive health care and are protected from gender-based violence, through access to support services and referral mechanisms. UNFPA are providing reproductive health services to almost 10,000 women per month and raising awareness amongst Syrian women and men. EGYPT Shelter and NFIs Cash assistance programmes continue to be implemented for the most vulnerable families in Egypt, allowing beneficiaries to spend the assistance on goods and services they feel they need most, giving them the dignity of choice while positively impacting on local economies. In May, 26,396 vulnerable Syrian refugees were assisted with cash assistance representing 20 per cent of the registered population. The value varied between US$57 and US$185 and was based on the level of vulnerability and household size. The monthly cash assistance programme injected US$731,949 into the local economy in May. As of 31 May, there are 16,863 shelter units inhabited by 67,506 Syrian refugees (15,848 households) in the nine camps. With the ongoing shelter improvement work, some 74 per cent of the households now live in around 15,000 improved shelters tent foundations and kitchen or prefab containers. Funding is required for the improvement of the remaining shelters. The construction of 680 extension plots in Domiz 1, 2 and Gawilan camps in Duhok Governorate by UNHCR is on-going which is expected to benefit more than 4,400 refugees who have been living in sub-standard conditions. The new extension of Arbat refugee camp was completed as of 15 May and is ready to host more than 300 families. The families had faced a delay of up to three months as partners completed the water connection network, causing some frustration among the refugee community. TURKEY UNHCR continues with the same implementation modalities for cash/voucher assistance to Syrian refugees as in 2014, through provision of multi-purpose vouchers through two partners: Support to Life (STL) and International Medical Corps (IMC). During 2015, STL will provide cash assistance to 1,000 most vulnerable refugee households (around 5,000 individuals) living in Hatay and other areas and IMC will provide cash assistance to 25,000 individuals initially in Gaziantep with planned expansion to Adana, Istanbul and Izmir. 8

9 LEBANON Promoting Safety in Insecure Shelters Over the past month in West Bekaa there have been two serious outbreaks of fire in informal settlements and on 1 June a two-year-old refugee child was killed. Partners have been responding along with the Ministry of Social Affairs, providing assistance and supplies and offering temporary, alternative accommodation while working to rehabilitate the sites. Some 55 per cent of refugees in Lebanon live in insecure conditions, many of whom live in information settlements on private land. Because of this context, agencies are limited to providing shelter kits and other modest WASH activities as they are unable to make substantive improvements to the sites. Assistance must be provided on a regular basis and is unsustainable. Sites lack planning with tents built in close proximity, making refugees vulnerable to external hazards and fire. As detailed in the latest inter-agency update from Lebanon, partners are now focusing on empowering and mobilizing refugees living in those settlements, establishing Collective Site Management and Coordination (CSMC) committees which promote self-reliance and train refugees to take care of and protect their own settlements. In the Bekaa, Medair is planning a training of trainers to all participating agency staff on fire safety whilst 433 Refugee Outreach Volunteers (ROVs) have also been conducting awareness sessions on fire safety and prevention across Lebanon. Water and Sanitation During the period 1 to 15 May, UNICEF and partners continued to provide operational and maintenance services across all KR-I Syrian refugee camps. A critical need in all camps is the continued operation and maintenance of facilities and delivery of the basic WASH services on which the refugees depend. In all camps in Erbil the transition to complete, permanent, safe water supply and sanitation systems, benefitting at least 19,000 Syrian refugees is ongoing, but remains a challenge due to funding constraints. In Kawergosk camp during the first two weeks of May, sewerage was improved through the installation of ventilation pipes for cesspools in the camp and a topographical survey was also carried out to ensure a correct connection of individual sewerage lines to the wider sewerage network. In Domiz 1 & 2 camps, UNICEF and NRC s hygiene promotion reached 1,500 individuals between 1 and 15 May. Messages focused on the prevention and spread of scabies. With the onset of the hot summer season, demands for increased water supply are already been faced. This is however not possible to accommodate within the current funding capacities and there will be need for increased focus by sector partner and camp management to emphasizing the need for water conservation and reduction of water misuse. 9

10 Community Empowerment and Self-Reliance During 1 to 15 May, a computer training center in Domiz 1 camp was completed and is now providing computer courses for refugees. Meanwhile, a total of 359 individuals from Domiz 1 & 2 camps and from Sumel district and different areas in Duhok city were selected to benefit from life skills training by Danish Refugee Council, including 37 extremely vulnerable refugees. Three-day Business Development Services (BDS) courses have been attended by 157 Syrian refugees in Erbil. The courses included mobile phone repair, plumbing, first aid, embroidery and welding. LEBANON On 3 June, UNDP and Mercy Corps published Stabilization and Resilience in Protracted Politically-Induced Emergencies; A Case Study Exploration of Lebanon. The study examines what resilience means in the context of the Syrian crisis in Lebanon, and what programmatic interventions outlined in the 2015 Lebanon Crisis Response Plan can support stabilization, while at the same time facilitating greater resilience in Lebanon. The full case study can be found here: TURKEY In Mersin province (south of Turkey), IOM continued its support to the Syria Social Gathering (an organization which runs a school and clinic), for its language and vocational activities. Since the beginning of the year, 6,750 Syrians have benefited from these courses. The Temporary Protection Regulation issued by the Government governs that foreigners benefiting from temporary protection can apply for work permits in sector and professions to be determined by the Council of Ministers. This development is instrumental in ensuring access to employment and self-reliance of Syrian refugees. The secondary legislation to complement this provision of the Regulation with regards to procedures and principles, and with clarity on the sectors, is anticipated to enter into force after June UN agencies and World Bank, in cooperation with the Government, have been conducting several assessments on relevant topics on Syrian refugees. Building on a preliminary study on the current situation and the interagency response on access to labour market done by a Livelihoods Consultant in early 2015, UNHCR Turkey is in the process of recruiting a new 6-month Livelihoods Consultant to develop a multi-annual strategy. UNDP conducted a skills mapping exercise to assess the occupational skills of the Syrians under temporary protection in Gaziantep and Şanlıurfa. The results of the exercise will feed into projects which aims at enhancing vocational and occupational skills of the Syrians under temporary protection and their integration into the local labor markets. 10
