1 TERMS OF REFERENCE JUNIOR CONSULTANT CONSULTANCY SERVICE TO PREPARE LABOUR MIGRATION STATISTICS IN AFRICA Reference No.: AUC/SAD/C/310 INTRODUCTION The African Union (AU) was established as a unique Pan African continental body, charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The African Union Commission (AUC) is the secretariat of the AU and is the key organ playing a central role in the day-to-day management of the AU. The AU is funded from assessed contribution from the 55 Member states and funds from Institutional Partners for specific projects in line with its Strategic Plan and agreed priorities with the partners. BACKGROUND The migration of labour has become an economic, social and cultural phenomenon in Africa. In 2015, the Assembly of Heads of State and Government of the African Union adopted the Joint AU/ILO/IOM/ECA Labour Migration Program (JMLP). This program provides a continental-level framework for managing migration flows in Africa. The first component (priority) of the JLMP is Data Component. This component allows JLMP stakeholders to monitor and evaluate the phenomenon of Labour migration in Africa. In this regard, African Union Commission (AUC) published the first Report on Labour Migration in Africa in This report presents the state of Labour migration in Africa from 2008 to 2014 at the level of African Union Member States, Regional Economic Communities (RECs) and also Continental Level. This report served as a basis for the African Union Commission, and also for other stakeholders of the Joint AU/ILO/IOM/ECA Labour Migration Program (JMLP), to measure the achievement of the objectives set by the program. 1

2 After the success of the first edition of the Report, African Union Commission, in collaboration with other JLMP stakeholders including the International Labour Office (ILO), and the International Organization for Migration (IOM), started the activities for the production of the second edition of the Report on Labour Migration statistics in Africa. To ensure quality data collection for the second edition, the African Union Commission, in collaboration with the ILO, had improved the data collection questionnaire and also the metadata for data collection. This questionnaire was sent to all 55 AU Member States with metadata. A total of 42 AU Member States had responded to the questionnaires for the second edition of the report on Labour migration statistics in Africa. The African Union Commission in collaboration with ILO and IOM planned to present the migration profiles of the 55 African countries, the 8 regional economic communities, and Africa based on the level of education and the employment status of migrants in this second edition of the report on Labour migration statistics in Africa. The report will also emphasize the sending of funds by migrants (remittances). The summary analysis made of 50 questionnaires received from AU Member States shows that certain variables are not met by AU Member States, in particular the variables on migration flows, the level of education of migrants and the employment situation of migrants. Similarly, the variables concerning emigration are not well filled in the questionnaires of AU Member States. In order to produce high quality data for the second edition of the report on Labour statistics in Africa, it is therefore necessary to discuss with AU Member States and also international organizations to analyze how to complete the needed information for migration flows in Africa, including information on the level of education and socioprofessional status of migrants, and also the sending of migrants' funds (remittances). Thus, the African Union Commission organized a consultation meeting from 19 to 21 April 2017, Dakar, Senegal, with 15 AU Member States, 8 Regional Economic Communities (RECs), AFRISTAT, ECA, AfDB, UNDP, OECD, International Labour Office (ILO), International Organization of Migrants (IOM) and Resource Persons, to discuss the issue of data for the second edition of the report and also the structure of the second edition of the report. OBJECTIVES OF THE ASSIGNMENT The aims of this assignment are to; (i) assist the AUC in designing tables and graphs based on data provided by focal points; (ii) Provide assistance to senior statisticians in drafting the report; and (iii) Provide assistance to AUC to create the database of Labour Migration on African countries and focal points on labour migration. 2

3 SCOPE OF THE ASSIGNMENT The scope of the services focuses on tasks that are necessary to achieve the assignment objective and the Consultant under the overall guidance of the AUC, is expected to do the following activities; Design graph, tables based on data collected for the Labour Migration; Collect additional data from international sources on Labour Migration; Assist the senior consultants in the drafting of the report; Assist senior Statistician of AUC to create the database on African countries; Assist senior Statistician of AUC to create database of the focal points; and Support the organisation of the validation workshop of the report planned in October EXPECTED OUTPUTS Based on the methodology and templates to be used for the JLMP data collection, the Junior Consultant will; (i) design tables and graphs based on data collected; and (ii) Assist the Senior consultants in the drafting of the report; (iii) Assist Senior Statistician of AUC to create the database of Labour Migration on African countries; (iv) Assist Senior Statistician of AUC to create database of the focal points; QUALIFICATIONS AND EXPERIENCE Education Advanced university degree in the field of statistics or economics or in demographics or other related disciplines with training in applied statistics or similar studies. Experience At least three years of practical experience within a national statistical system on demographic and social statistics (especially large-scale household-based surveys and censuses) and related statistical work, including data collection, data processing and data analysis. 3

4 FEES AND PAYMENT SCHEDULE The total amount for this research is US$ 6,000 based on the following calculation: - US$ 1,800 (30%) : The database of the focal point and the database on migration - US$ 4,200 (70%): Evaluation of countries data on labour migration from national statistical offices and Report writing on the state of labour migration statistics in selected countries. There will be two payments and its will be payable upon completion of the work by the consultant to the satisfaction of the AUC. The total amount for this research is US$ 6,000. This rate is used because of the highly technical nature of this exercise and the expertise and experience of the proposed consultant. TIMEFRAME The consultant must be ready to start work immediately upon appointment. The maximum number of days allowable for the consultancy work shall not exceed forty five(45) days including weekends. EVALUATION CRITERIA The African Union Commission now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested candidate must provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. Consulting firms may propose individual consultant/s, but only the experience and qualifications of individual/s shall be used in the selection process, and that his or her corporate experience shall not be taken into account, and the contract would be signed with the proposed individual. For evaluation of the expressions of interest the following criteria will be applied: a) General Education Qualification and Relevant Training (20 points); b) Experience Related to the Assignment (30 points); c) Technical approach and methodology (40 points) d) Work plan (10 points) 4
