1 Trip Generation Study: Slate Canyon Self Storage Land Use Code: : 151 Introduction The Brigham Young University Institute of Transportatio on Engineers student chapter (BYU ITE) completed a trip generation study, as proposed to the ITE Western District. The data were collected at the Slate Canyon Self Storage facility in Provo, Utah. This facility corresponds to the ITE Trip Generation Land Use Code 1511 (mini-warehouse). The funding from this project will allow members from our student chapter to participate in the 2016 Western District meeting in Albuquerque, New Mexico. This experience was a great learning opportunity for the student chapter and the students who were involved in the process. Ryan Hales, P.E., PTOE, AICP, and Jeremy Searle, P.E., PTOE, of Hales Engineering, provided mentoring support and project review for this data collection effort. Dr. Mitsuruu Saito, P.E. and Dr. Grant Schultz, P..E., PTOE, both of BYU, have provided valuable help and support and data collection equipment for the project. Site Information Slate Canyon Self Storage is located at 1715 South Statee Street in Provo, Utah. The property is on the east side of State Street (US-89) in a suburban, non-cbd area. There is one vehicular access to the property that is connected to State Street as illustrated in Figure 1. The site is gated, with a key pad for limited access for storage patrons only. There are no marked parking stalls. The 800 sq. ft. office space is usually vacant, withh contact information for patrons to contact the property owner on an as need basis. There aree 457 storage units on the property. The site characteristics are summarized in Table 1. Data used in the study were collected on four days, including two weekdays and two weekend days. The BYU dataa collection trailer was used to collect data for the project. The trailer was parked within the property, with the cameras pointed towards State Street. Figure 2 shows a street level view of the study site, showing the access driveway to the site. Figure 3shows the traffic trailer being set up at the site. 4 INSTITUTE OF TRANSPORTATION ENGINEERS BYU STUDENT CHAPTER 2016 ITE Data Collection Report Methodology Data used in the study were collected from Thursday, February 25 to Sunday, February 28, Two weekdays and two weekend days of data were collected, as outlined in the proposal. The weekend data collection was done to capture the peak traffic that might be observed on a weekend, as people run errands and access their storage unit. Trip generation was counted between the hours of 7:00 AM and 7:00 PM for all four days. The adjacent street counts were collected from 7:00 to and 4:00 to 6:00 PM for all days. For this study, the BYU Civil Engineering Traffic Data Collection Trailer was used to collect data at the site. The trailer is equipped with two video cameras and a mast arm that can raise the cameras as high as 30 feet. For this study, the traffic trailer was parked within the site, near the entrance to the property. Both cameras were pointed at the entrance and the adjacent street traffic, so that a backup video feed could be available if one of the video feeds became corrupted. The Data Collection Trailer was set up on Wednesday night, February 24, with the 12-hour recording schedule set. An external electric power source allowed the trailer to be powered during the study, without the need to use the gas-powered generator. The trailer was retrieved from the site on Monday morning, February 29, and the video recordings were extracted that week. The four 12-hour video recordings were manually reviewed to count vehicular, bicycle, and pedestrian movements. The 12-hour driveway counts were aggregated into 15-minute periods, identifying a count of all vehicles, trucks (heavy duty, buses), bicyclists, and pedestrians within the time period. The AM Peak Hour and PM Peak Hour Adjacent Street counts were aggregated into 15-minute periods, identifying all motor vehicles passing the site. Adjacent street bicyclists and pedestrians were not tabulated. With no parking stalls marked on the property, parking data were not collected at this site. The driveway counts were reviewed separately than the adjacent street traffic, which allowed for the video to be reviewed at 4x or higher speed. The results of the trip generation are summarized in the following section, with raw data provided on the attached ITE Trip Generation data forms. Results In this study, there were no observed pedestrians or bicyclists entering or exiting the site. Due to the nature of a mini-storage facility, it was not expected that pedestrians or bicyclists would enter or exit the site, as most trips to a mini-storage facility involve moving or storing personal goods using a vehicle. Therefore, the focus of the study was on vehicular trips, due to the lack of significant data for pedestrians and bicyclists. Due to the windshield glare, the average vehicle occupancy data were not collected in this study. Assuming the average vehicle occupancy of one (1) person per observed vehicle trip, Table 2 summarizes the mode distribution of the total daily trips. In this study, there were no marked parking stalls for Slate Canyon Storage. Due to the lack of marked parking stalls, parking data were not collected in this study. ITE Land Use: 151 Page 4

Comments will be provided to explain other environments which could have affected the observed trip generation rates. Hourly Driveway Volumes and Adjacent Street Volumes Figure 4 through Figure 7 show the hourly variations for entering vehicles and exiting vehicles for Thursday, Friday, Saturday, and Sunday. There were no parking facilities for this given site, so the parking volumes are not given in these figures. Figure 8 shows the daily variation of the total trips during the study. The directional distribution summary will be provided with the trip generation rates. The number of trips during the day, during the peak hour of generator, during the AM peak hour of the adjacent street, and the PM peak hour of the adjacent street for each observation day are summarized in Table 3. Table 3 proves the time of the peak hour and the directional distribution for the trips provided. This comparison was done to compare how the observed trip generation rates compare to those found in the ITE Trip Generation manual. Although some of the rates do not match the ITE Trip Generation manual rates exactly, it appears that the observed trip generation rates are comparable with the national dataset. This comparison is done to measure the reasonableness of the observed data. Although the observed trips do not match the ITE predicted trips exactly, the observed trips seems appropriate and comparable with those in the ITE Trip Generation database. Several snow showers prevented the data collection project from occurring earlier in February as planned. The weather had been sunny for a few days prior to the data collection day. The improvement in weather could have caused the storage unit customers to begin their spring cleaning, prompting a trip to the mini-storage facility. ITE Land Use: 151 Page 18
19 INSTITUTE OF TRANSPORTATION ENGINEERS BYU STUDENT CHAPTER 2016 ITE Data Collection Report Level of Effort Approximately 20 different BYU ITE student members were involved in this study. BYU ITE student chapter officers spent numerous hours organizing and carrying out the data collection efforts. A summary of hours spent on the project by student members is shown in Table 22. It should be noted that the Data Reduction task required less time than suggested in the proposal, due to the ability to review the video at 4x or higher speed for driveway counts.
